To avoid disturbance to the Jubilee Hall’s neighbours I note that: ▪ Patrons must not eat or drink outside the hall no later than 2300 hrs (11pm) ▪ Alcohol must not be served after 2330 hrs (11.30 pm). ▪ Music must be turned down no later than 2315 hrs (11.15 pm) and turned off no later than 2345 hrs (11.45 pm). ▪ No bottles must be taken outside for recycling after 2300 hrs (11.00 pm). ▪ The premises must be vacated no later than 0000 hrs (12 midnight). ▪ Visitors to be encouraged to leave the Hall quietly.

Swimbridge Village Hall Licencing Objectives M: SUPPLY OF ALCOHOL . General ▪ The Hall must not exceed the relevant licensable activities to be conducted on the premises. ▪ The times during which it is proposed that the relevant licensable activities are to take place will be always adhered too. ▪ Patrons will be prevented from eating and drinking immediately outside the premises after 2300 unless they have written approval from the Hall Committee). There will be a 30 minute wind down period at the end of each event. ▪ The Hall alcohol licencing hours is between 1000 hrs and 2330 hrs. Authorisation to serve alcohol must be sought from the Hall Committee at least 3 weeks prior to the event.
The Prevention of Crime and Order ▪ Alternatives to the use of glass/glass bottles will be encouraged (eg plastic or toughened glass). ▪ Refusing admission to persons who are drunk and / or disorderly or are identified as “excluded” by the licence holder. ▪ Commitment not to participate in irresponsible drink promotions/happy hours, etc which encourage binge drinking. ▪ Strictly no illegal drugs to be sold, supplied or used on the premises. ▪ The bar will be managed by the premises supervisor licensed under paragraph 4 of Schedule 8 to the Licensing Act 2003. ▪ Active participation in local crime prevention schemes such as Neighbourhood Watch.
Public Safety ▪Alternatives to the use of glass/glass bottles will be encouraged (eg plastic or toughened glass). ▪ Comprehensive risk assessment appropriate for premises operation and entertainments. ▪ Designated individuals are appropriately trained in first aid/evacuation procedures whenever the premise is in use for the licensed purpose. ▪ Door supervisors will be used as and when required or if requested by the local constabulary. ▪ Where special entertainment is delivered by professional performers, the licence holder must ensure that performers are members of a professional association where one exists or have a similar accreditation / quality assurance.
The prevention of public nuisance ▪ Doors and windows will be kept closed, particularly during period when regulated entertainment is taking place. However, this may need to be monitored during Covid-19 pandemic. ▪ Monitor sound levels for amplified and acoustic music and public address systems, singing noise including karaoke both within and outside the premises. ▪Prominent, clear and legible notices will be displayed at all exits requesting patrons to respect the needs of local residents and to leave the premises and the area quietly at appropriate events. ▪ The use of explosives, pyrotechnics and fireworks of a similar nature which could cause disturbance in surrounding areas CANNOT be used in the hall or its grounds unless authorised by the Hall Committee in writing. ▪ The placing of bottles into receptacles outside the premises will take place at times that will minimise disturbance to nearby properties. ▪ For the final half hour of opening the music will be discernibly quieter. ▪ The playing of live or recorded music in the outdoor areas of the premises will not generally be permitted without the written consent of the Hall Committee ▪ Noxious smells from licensed premises will not cause a nuisance to nearby properties. ▪ Premises will be adequately vented to prevent nuisance from noxious smells. ▪ Flashing or bright lights on or outside licensed premises will not cause a nuisance to nearby properties. ▪ A sufficient number of suitable receptacles for refuse storage will be provided. These will have properly fitted covers. ▪ Patrons will be prevented from eating and drinking immediately outside the premises after 2300 without the written consent of the Hall Committee ▪ Any queues inside or outside the premises will be monitored by a member of staff to ensure compliance with the licensing objectives.
The protection of children from harm ▪ No children under the age of 18 will be served alcohol on the premises. ▪ Children will only be allowed entry to films in accordance with the guidelines of the film classification body. ▪ Immediately before each exhibition of a film classified by the BBFC, there will be a reproduction of the certificate of the Board for at least five seconds to be easily read by all persons in the auditorium or, as regards a trailer advertising a film, a statement approved by the Board indicating the classification of that film. ▪ Where the Licensing Authority has made a recommendation on the restriction of admission of children to a film, notices will be displayed both inside and outside the premises so that persons are aware of the classification. ▪ For performances especially for children, an attendant will be stationed in the vicinity of each exit. ▪ The minimum number of attendants on duty will be one attendant per 50 (or part thereof). ▪ All chaperones and production crew on the show will receive instruction on the fire procedures prior to the arrival of the children. ▪ Children performing in productions will be kept under adult supervision at all times. ▪ Children will be accounted for at all times in case of an evacuation or emergency.
